Summary:
Plans, organizes, and directs the activities and staff of the city's Parks and Recreation Department, which includes park development, park maintenance, faci1ities maintenance, aquatics, sports, recreation programs, special events, senior programs, nutrition programs and grants.

Essential duties and responsibilities may include, but are not limited to, the following:
Plans, organizes, and directs the activities and staff of the Parks and Recreation Department.
Develops long-range strategic plans, goals, objectives, policies, and department priorities.
Directs the implementation of city goals, policies, and procedures.
Oversees contract negotiation with private sector service providers, inter-governmental agreements with school districts, and other government entities.
Negotiates agreements and contracts on behalf of the City Parks and Recreation Department.
Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
Represents the Parks and Recreation Department to elected officials, citizen groups, other city departments, school districts, other government entities and organizations; prepares and delivers written and oral reports and recommendations to the Parks and Recreation Commission, City Council, city management and citizen groups.
Oversees and directs the development and administration of the Parks and Recreation Department annual budget, capital improvement budget, grant funds and nutrition program budget.
Oversees the development and implementation of strategic plans, such as the Parks Master Plan, Open Spaces and Urban Trail Plan and department Strategic Business Plan.
Hires and directs the work of consultants performing parks and recreational planning.
Participates in the conceptual planning of Parks and Recreation projects; prepares and presents plans for park improvements.
Oversees the development of new parks, including the citizen participation process.
Oversees City special events and operations of the Desert Valley Senior Center.
Directs and coordinates all projects relating to expansion of services and of facilities and programs.
Resolve sensitive and complex citizen problems.
Defines Parks and Recreation Department services and policies to city officials, media representatives, community groups and citizens.
Oversees the application and administration of grant applications.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines Bachelor's Degree in recreation, leisure services, public administration, business administration, or a related field.
Five (5) years of progressively responsible operational and administrative management experience in public service and municipal support activities.
Three (3) years of progressively responsible supervisory experience also required.
Job related experience may substitute for the required education on a year-for-year basis.
Or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Preferred:
Spanish language skills.
Knowledge of:
Principles, methods, and practices of public administration.
Municipal government, budget development, and administration.
Principles of supervision, training, and performance evaluation.
Principles and practices of program development administration.
Management principles and practices.
Park design, development, maintenance, and related construction planning.
Skill in:
Effectively plan, organize, and direct the activities of the department.
Effectively supervise, train, and develop employees.
Identify and respond to community needs, elected officials, and city management issues.
Negotiate contracts and agreements on behalf of the Parks and Recreation Department.
Effectively communicate verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS Valid Arizona Driver's License PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment.
May occasionally be required to bend, reach, stoop, and lift objects.
