Summary:
Under the direction of the Lead Residential Specialist, the Residential Specialist provides assistance, establishes a working relationship with the families, and provides counseling as needed.
ESSENTIAL FUNCTIONS Including But Not Limited To:
1.
Responsible and assisting with NAHASDA, USDA and or any programs that CIHAD may be responsible for or manages.
2.
Counsel with families to prevent termination of lease or eviction, and recommend families to be evicted if counseling and other means have not been successful.
3.
Responsible for managing the rent collection process, Housing Data Service System for Rent Control, and meeting with families who are in arrears with money owned.
4.
Counsel families on current and new programs, and provide training sessions for groups on present and new services.
5.
Manage the rent and collection programs to ensure that families are kept current in their accounts, by counseling with them on a one on one basis, as often as necessary.
6.
Responsible for rental and homeownership office contacts, home visits, and follow-ups performed by Residential Specialists.
Review rental files periodically to ensure information is updated and filed properly by Residential Specialists.
7.
Counsels and trains both Rental and Mutual Help families.
8.
Guides and assists residents with problems, consumer and budget counseling, health and welfare assistance and referral, and Collection and Eviction counseling.

Position acts as a liaison and public relations person between Cocopah Indian Housing and Development (CIHAD) and the residents.

Develops and implements ongoing training programs, training sessions, classes, and workshops for the families.
11.
Responsible for the Annual Certification schedule.
Position completes Annual and Interim re-certifications as required.
12.
Position is responsible for the process of all waiting list applications for Housing and assists families with any questions or problems.
13.
Responsible for maintaining the waiting list applicant files with updated information and mail annual notices to all applicants.
14.
Responsible for the Annual Inspection schedules, perform inspections as needed with the assistance of the maintenance staff, and follow up with paperwork accordingly.
15.
Responsible for the follow up of any contacts or home visits, and maintain residential files with all updated information.
16.
Complete rental occupancy reports, special reports or functions such as closeout for the month, as instructed by supervisor.
17.
Position is responsible for contacting residents regarding delinquent accounts, and making reports for supervisor.
18.
Assist in the various methods of the development and preparation of newsletters, handbooks, operational manuals, and brochures.
19.
Assist in the various methods developed to reduce Tenant Accounts Receivable (TARS).
20.
Prepare monthly utility allowance information during the month as required.
21.
Process Work orders in HDS.
22.
Position interviews rental residents to determine eligibility for the rental schedule programs.
23.
Responsible for assigned Annual Certification schedule.
24.
Position completes Annual and Interim re-certifications as required.
25.
Safeguard the confidentiality of CIHAD records, documents, and general information.
26.
Attend staff meetings and special meetings with resident groups.
27.
Attend local and out of town training classes and meetings as assigned by Supervisor or Executive Director.
28.
Other duties as assigned by supervisor.
29.
Cash Register and end of day close out as needed.
30.
Cover front desk and telephones when needed.
31.
Assist Supervisor in training other employees.
32.
Any other duties as assigned by the Executive Director.
MINIMUM
Qualifications:
1.
Must have a clean Arizona driver's license.
2.
Be insurable and bondable (if necessary).
3.
Must submit to and pass pre-employment drug test.
4.
Computer literate in Microsoft Office Suite.
5.
Ability to read and interpret funding Agency requirements and submit reports.
6.
High School Diploma or GED.
7.
No Felony or Misdemeanor Convictions.
